In theory lights and wiper are into two different circuits, but I don't have any 1986 electric diagrams.
If I have to guess I will say that some faulty ground is causing all of that, but I'm well known for not being very good at guessing. Alternator cables and electrical tape do not go together very well, I'm sure that the tape is no longer there. What is the voltage you are getting when running??

Remove the cover to your fuse box and rotate each fuse in its holder several times, back and forth. Sometimes corrosion builds up on the ends and this rotating restores a good contact. Sounds stupid, but this has solved at least one electrical problem for me.
I don't "think" the cruise control, headlights, turn signals, fog lights, etc are all interconnected circuits. Actually, I'm pretty sure of that. The wiring diagrams are in your Bentley manual. If you don't have a copy, I can xerox the pages for you, but it will take a few days since I've got a traveling week ahead. They do all depend on a good ground, so check the grounds that are connected to your fuse box. On my 89 there is one on the side of the trunk aft of the fuse box, and I think maybe another one below the fuse box. Otherwise, I think you have to start systematically troubleshooting. I would start with the headlights, since those are the biggest functional problem. When lights switched on, check at each point in the wiring (switch, fuse, bulb socket, etc) and find out where voltage is missing.

the 3 bulkhead plugs were cleaned and male pins widened with a razor ?

Yes, as Ron says: there are three rubber plugs that connect the wires from the steering column switches to female receivers at the firewall. You can see them if you get your head down under the steering wheel and look up. My guess would be that one or more of these has been knocked loose, or was vibrated loose over time.
