Can you manually power up (open) an injector out of the car without toasting it?

Yes, I just use a 6v lantern battery I keep on my bench for the purpose. Just power it up as briefly as possible ("click") , don't keep the power on. See my comments in this thread: 88 carrera misfire #1

I remember reading that post, this helps a lot, I just did some tests on an old ford or chevy injector i had, I used my old brake bleeder pump up bottle and ran 30# of water thru it, it worked great with the 6v battery, I could not get the injector to work with 3v had to be 4.5 or greater.
