odd wiper problem

My 1988 Carrera has developed a strange problem with its wipers. When the ignition is on, but the motor is not running, they work fine, washer, low, medium and high, intermittent, everything is as it should be. BUT once the motor is started they run continuously in low.

I have taken apart and cleaned the switch, I did this before I figured out the problem was only when they motor was running.

So I figure it can only be something to do with the charging system or a system that is not powered if the motor is not running like the fuel pump.

I have looked at the schematic and can not see how this is possible.

Any suggestions?
