zenith float adjusting shims

Wow, these zeniths are stubborn, but thanks to members here, I'm making progress.

At this time I need to adjust the floats on my Zeniths 40TINs. The rebuilt kits do not come with any "float needle shim washers". I need to raise all 4 floats by about 4mm which equals about 1mm in shims. So far, no Zenith carb guy will sell me shims...either they use a different method to adjust the float...or they don't know where the shims are in there shop. Does anyone know who has these shims or is there a 'trick' that you guys use to make these floats go up. Any 'trick' to make shims? ....I used some washers from a Holley, but that wasn't that good of a solution?
