Yes, that meter will measure capacitance on the five green scales, however, you will need to extend the test lead banana plugs [that normally plug into the three sockets at the bottom] by wrapping with solid 20 ga wire to be able to plug into the Cx socket adjacent to the F range labels. Or, you could modify a couple of general purpose clip leads with alligator clips on both ends -- by cutting off one alligator clip, and soldering a 1/2" piece of straight 20 ga bare wire to the wire, then cover all but 3/8" of the solid wire and soldered splice with shrinkwrap tubing. Be careful not to allow the test lead wires to short together outside the Cx socket. Good luck! edit: After looking at the Permatune tech page, the meter would need to measure up to 275 uF, and the meter pictured above doesn't have a range high enough to make such a measurement! It is limited to measurements of 20 uF or less.
