CIS T idle will not settle down

My 73.5 T with CIS idle will stay up around 2000 RPM between shifts and at stops. I can make it drop to normal by letting out the clutch in gear slightly to put a load on the engine and sometimes by blipping the throttle. I have the dealer service department manuals and this is this afternoons project so I thought I'd ask where to start. I have made sure it isn't a binding linkage.

The sensor plate might be sticking. Remove the top of the air box and gently push down on it. If it moves down a ittle or you see oil gunk around it that might be the problem.
