My immediate thought is that the car may have has S cams installed when it was rebuilt. These cams should be a bit sluggish in the bottom end and come alive in the top end. It also depends on what pistons arein there as i don't think you can run S cams with the CIS pistons...
The other comment about your throttle linkage could be spot on too.

The crank was replaced but not the cams, to the best of my knowledge. I'm still looking for a nice day to take a look at the obvious: timing, fuel mix, distributor. "Way slow" is hard to quantify and I am not sure my expectations are not out of whack.

Drive a Carrera for a while, then the SC will seem fast.

I just rebuilt my SC to a 3.2SS. I goofed up and put the right side cam upside down, 180 d off. The car started, ran, reved nicely, but was way down on power.
I corrected the timing issue and the car now has lots of power.
