Front Pan Question

I have a 1970 911T that I am replacing the rusty front pan on. The bad news is that the pan had been replaced before (poorly) and its making it difficult to determine what is supposed to be there.

The old pan has been removed and I have slid the new one into place. There is still work to be done to the front latch support panel. My question is around the front lip of the pan. Does the front lip of the pan go on the outside of the latch support panel or the inside?

I feel that I'm putting a puzzle back together......
