What's best way to increase torque for $2000?

I have a 89C4 with RUF chip and after cat bypass pipe ie. only one stock muffler left in exhaust chain, everything else is stock.

Should I spend $2000 on B&B headers and mufflers for best increase of torque?

For torque I would eliminate the air flow meter in favor of a MAF system.

Check back through the past threads for exhaust questions. People have some pretty strong opinions about B&B systems. I have none, so I won't repeat what was said...

Thanks guys. I have gone through the entire message board (back 45 days) and only found comments that SSI is good bang for the buck and B&B is expensive. No talk about effectiveness. Torque is more important to me than bhp.

I'm thinking of a more major upgrade later next year like 3.8 conversion or camshafts or flywheel or combi. Turbo is out. But like to look at maybe exhaust first unless something else is a better $2000 upgrade.

Sorry about the multiple posts, Huntleys site should have prices, I think it should run around 1500 bucks. As far as I am aware, emmisions should not be impacted as the MAF is just a more efficient way of metering the inlet air and does not necessarily compromise the engine emmisions (unless you want it to!). I would check out you local regulatory requirements.
