Tire question-not which one should I get!

I am looking at different tires for my 74. I am running 22/28 t-bars, height is 24.5f, 24 rear. I run 951 7's in the rear and 6 up front.

The question is this:

Hankook lists the Z212 as:
225/45-16 section width: 8.9, tread width:8
225/50-16 section width: 9.1, tread width:7.6

Why would a tire having a wider section have a narrower tread?

Edit: link to pdf data:

Most tires buldge out somewhat. Overall width is usually wider than the true contact patch.

Right but these are both the same width, just different aspect ratios...
