CIS initial pressurization question

I'm having some cold start flooding problems, and noticed that when the system first pressurizes after sitting overnight that a small burst of fuel comes for the injectors. This does not happen if you start the fuel pump after the system is at pressure.

Car is a '75, so fuel pump starts with key on. Control pressures are all normal.

Is this normal?

It sounds as if the cold start timer is at fault.
