First, have you balanced the throats with the air bleed screws and linkage? Do this first with a synchrometer. Afterwards, if you still have the problem do they:
1 - pick up then bog down or 2: just stumble 1 means your accelerator pumps are dumping too much fuel and the engine goes way too rich. 2 means they are likely not dumping enough fuel and the engine goes lean. Look down the throats and make sure that all the accel pumps are giving fuel.

To add make sure you have no more than 3-3.5 PSI fuel pressure going to the carbs.

The above replies are all good, but really need more info. Could be a host of things.
Do they cough and then come to life? Having the air screws turned right in sounds odd. My initial thought would be an air leak which means the mixture is disproportionately lean at low load/openings. I had this issue with a set of Webers once - not that it is peculiar to Webers. I found a manifold leak after hours of blaming the carbs/timing etc. If they have been running good previously, what have you changed, since the settings are largely fixed. Alan |

Make sure the throttle linkages are properly adjusted. Use the hand throttle to get the speed to 3K and check the right to left airflow with a synchrometer. It may be balanced right/left at idle, but changes once off the idle stop screws.
