That’s part of the reason the gauge fogs. The back has an opening where cold air can enter and where you can just drop the packets. If not just undo a couple of small screws, pull the panel and drop them/it in. It’s been several years since I did the fix and don’t have the car temporarily.

Same happened to me. Two left gauges fogged up in different ways. Put on the heater and AC and they cleared up.
