Delayed Response Question

Hello. I am trying to track down a problem I've been experiencing lately. The problem is this: When I'm in 1st or 2nd and step on the gas it's as though nothing happens for a few seconds and then suddenly the car responds. It doesn't happen in any other gear only first and second. The problem is also intermittant but is becoming more frequent. I am plannig on doing a full tune up in about 2 weeks but was wondering as to what your thoughts are as to the cause. Is this a fuel or a spark issue? I replaced the fuel pump about a year ago. Also, initially it was suggested that the problem could be due to a low fuel tank but even after filling up the problem is still there. As always any thought are appreciated.
