Replacing CIS Mixture Screw

Here's a new one fellas.
I bought my 3 mm CIS mixture adjustment tool and soon found out that the screw nested in that little hole between the fuel distributor and air boot was darn right tough to adjust. I have to take the air filter cover off and hold the sensor plate support bar up so I can get the right support and get that tool in and turn it. Despite the use of everything from blaster to WD40 nothing seems to loosen this screw up.

Its got to be a puzzle to replace it without taking the entire airbox and mixture control box off the engine! Is it spring loaded?

Any suggestions would be greatly appreciated on how to loosen this sucker up or just replace it.
