no/low boost, please help

I am having problems, A friend and I made some headers for my 76 turbo and then i put a correctly sized garrett to4e turbo on my car, I have very little boost(<5 lbs @ 6k), there is a small but very minor leak in my exhaust, no leaks in my intake tract, and the wastegate is closed, i even took off the vaccum line to the wastegate. The turbo is brand new. The headers are 1 5/8 primarys and 2 1/2 secondarys.Is there a possibility that the turbo is bad??? Any ideas???, i have been messing with this for a week now and want to start beating something

Yes, fix the exhaust leak but I'd also take a look at the wastegate. It's one of the most likely places for boost problems to originate. If everything else checks out, pull of the wastegate and check the diaphram.

Just a thought, if the headers are massive, there might be less inertia built up in the exhaust stream to spool up the fan. I don't think that would be the area to enlarge.

99% chance wastegate-piston is leaking...take off the wastegate and take a look...alse, check out intake for leaks, you might be making boost but it all leaks out,
