new tires unbalanced when cold?

if truly flat spots than i would say tires are defective...do an internet search to see what a flat spotted tire looks like....as i said previously if it goes away after you drive it a little "i" would not worry ...but again thats just me and my 2 cents, ben re balancing wont make any difference.
