How do you decipher this?

So, in the stash of tubs I recently purchased I have what appears to be a 1969 911E Targa with the following VIN# 119210483. The number on the Dash does not match the VIN but is only 7 numbers - 1191963. My question is this; has the dash been replaced or could this be the production # as I have read elsewhere that is possible? Thoughts?

I think in '69 they changed from a matching number there to something more directly tied to the build number.

The dash number appears to be a sequence number where the VIN is a calculated number.

That is the production #. It does appear to be appropriate for the VIN.
1191963 decodes as:
1= production body
1= Targa
9= 1969
1963= sequence #
All 1969 Targa bodies would be pulled from the 119xxxx pool, 912, 911T, 911E & 911S
