Should a ROW import have an odometer disclosure sticker or any documents needed?

My friend bought a ROW 85 Carrera based on the owner saying it has 16,000 miles.
I saw the car and for the 26,500 dollars he paid I am shocked and very unhappy because the car looks like crap. I am wondering if the car should have some sort of documentation showing the mileage when the car was converted .

I have never seen such a document offered in any for sale ad I have studied. And I have studied them for a decade or more now.

A grey market import should only be judged on condition with no premium paid for "low mileage". It would have to be exceptionally clean or exceptionally inexpensive for me to buy one.

Why didn't he take you along on his buying adventure? Sounds like he overpaid royally. Sorry to hear ...

Mine has a sticker documenting the previous miles in kilometers and the new mileage in US miles attached to the back of the odometer.

Here is what it looks like. I keep it safe because it fell off the odometer. It's currently about to hit 70K miles.

Thanks for the advice. I tried to advise him on his purchase but when I turned my back he bought it. The interesting thing is that we are in Wash state and the car he found on a Chicago Craigslist . He put down a $500 deposit then sent a partial payment of $3500 and the owner let him ship it to Seattle promising to pay the remaining $22500 upon recept of car . At that time when the owner received payment in full he would send title. My friend was depressed when he saw the car and brought it to show me and it is a real POS. Now I am in the middle . My friend has the car and only paid $4000 plus shipping.I called the owner and called him on mis representing the car but he claims that it is a gem and has only 16,000 miles .

That's unfortunate.

If I were your friend, I'd take a $4k lesson and tell the guy he can keep the $4k for his hassle and that he can pick up his car any time - it is parked outside.
