It's designed so the over flow will go to the tank in the front fender. From there most will go back into the Main tank as the car is driven. Only the vapors from the top of the fender tank go into the charcoal cannister. The fuel vapors are then directed to the intake to be burned, preventing fuel loss from evaporation. It prevents dangerous fumes from filling the car, garage, etc.
