Isn't that a warm air duct that carries air though the rear seat area to the windows?

I believe the orange part is a sound insulator for the carb heating system. The shorter black hose fits on the tee connector on top of the dog house. The other end is fitted to the nipple on the right side of the engine compartment. When the heater is in the on position, warm air is routed to the hose and then directed down to the tops of the carbs. It was changed in MY '68 with the warm air routed to tubes positioned under the carbs. Rear window defroster tubes are single tubes, on the left and right of the engine compartment fed from the same heat ducts in the longitudinals.

Garage
That also looks like a rear heat tube to the lower corners of the rear window.

Close, but the defroster hose has a smaller diameter and is fitted to the outlet closer to the firewall.
Here's a pretty good picture of the whole system including the defroster tubes.
