Idle modulation only when motor is hot?

I don't know if by mentioning that my 81 911 SC only starts the engine idle modulation dance when the motor is fully warmed up if this might lend itself to being more easily diagnosed as to the friggin problem??? Other wise it runs fine. I have a really strong motor and up and till it gets fully warmed up it idles smooth if not slightly high at 1000 rpms. Any suggestions or thoughts? Many Thanks!

Well, eliminating all vacuum related problems, I would lean it out a little.

Assuming your O2 is connected and functioning properly.
