If that part is so far gone, I can't imagine the house of horrors in the inner and outer longs, rear parcel shelf, and and....... I would walk away.

this is avery common area. it rusts out under the left dash, it can wreck a few gauge holes and most likely, beneath the pedal cluster(the pedals) it got down there too as well as the front and bottom section beneath the fender mounting. It could be not as bad elsewhere or a disaster. we need clear and more photos to help you at all and can't make decisions on one grainy close up of a very common area to rust.

The way OP phrases his questions, he will more than likely have the repairs professionally done. That starts adding up to serious coin if more areas are found.

No run for a long time - and electrical issues way back when too. On top of that rust. Move on. You can buy a good shape sc for what you will put into that car in first 6 months.
