Break-off bolts. Drill part way through and use a short spiral easyout.

Which side should I drill from the inside of the cab or from the inside of the hood

The head of the bolt is dome shaped. That's where you drill. Gonna need an angled drilll motor for the inside one.

All three are inside the cab. What you see inside the hood area are the weld-nuts of which the bolts screw into from inside the cab. Take off the two-piece steering column shroud and you will see the other two rounded bolt heads.

If drilling and then using an easy-out doesn't work, you may have to weld a nut to the sheared part of the bolt head. OR, try using a vice-grip with a good strong bite onto the rounded bolt head. The vice-grip worked for me years ago.

Another option is a cut-off disc on your hand Dremel to cut a slot in the bolt head. Then the use of an impact driver with a large screw driver blade.
