85 Targa - Cold start issues and elevated idle - that settles under load

I started having two problems recently - wondering what causes them and if they are related to the same part.

- Cold start, car starts revs and then dies, will not idle unless I give it gas, with gas it stutters a little and after a couple seconds settles into the normal start up idle at 1,300 settling down to 900 or so when warm.

- Idle when warm now revs higher under normal use and while at rest, somewhere between 1,500 and 1,800 rpms, however, when I put the engine under load by slightly letting out the clutch while stopped and in gear, the idle drops down to 900 or 1,000 and stays there.

Thoughts are appreciated.

Couple of things:

Check to insure the idle switch activates and deactivates when the throttle arm is pulled and released. You should here an audible click in the engine bay.

Check for vacuum leaks
