Do you hear a pop when you turn the key?

Probably the solenoid. I've had the same problem with mine. Double check all ground straps, connections, and wiring before removing the starter. Make sure you are getting power to the starter. Also, look into getting a starter regulator (from Performance Products). I'm not sure if Pelican has them.

Is it possible to remove the starter without pulling the engine?

Yes it is - the lower bolt for the starter is a piece of cake to get out. The upper one is a pain. The nut for it sits behind the fan shroud in the engine, so you have to reach over the shroud and feel for it. It should be a 17mm bolt. When you have a wrench on that, then you can remove the bolt from under the car, and the thing will slide out. It helps to have a friend around to hold onto that nut.
