Sound deadening behind the back pad on the firewall, as well as on the engine bay side of the firewall. Note that the original type of engine-bay firewall pad was decent at reducing the engine noise, but much better at holding moisture against the firewall, promoting rust. And it was pretty decent at falling off the firewall and blocking air from getting into the fan.

Make sure your new engine-side insulation does neither of those two things.

Re-seal your rear window. If you're very creative, you may be able to devise a way to use two panes of glass (with a space between) for even better sound deadening through that channel.

Replace the seals around the doors and the door windows. Maybe add some sound deadening material to the inside of the door skin. It's a little surprising how much noise can come in through the door.

Consider adding some extra material (felt is traditional) to the underside of the roof, to help absorb a little sound that way. Replace the seal between the roof and the Targa bar, and make sure it fits snug.

.... For even more noise reduction, you can swap over to electric ....

The Type IV is a noisy beast, even with the stock "banana" muffler and fuel injection on it. Pretty much all aftermarket mufflers available for it are louder than stock. You might have a hard time finding anything at a muffler shop that is quieter than the stock part. And carbs are pretty much always louder than the fuel injection, unless someone has gone through a lot of work to make an "air box" for the carbs to pull from, and insulated that.

The Six is also a noisy beast, but it's a wonderful noise to my ears...

Most all 914's I have removed that dreaded sound deadening pad from (only had them on later cars, not early cars) had rust under the pad, the pad acts as a debries (leaves) and water trap. I have found little noise improvement with the pad in place.

Make sure you have the inside pad installed, stock muffler is least noise, a Bursch will make more, what you have? rattling heat exchanger tin, can make a lot of noise , so make sure that is all tight.

These are just plain noisy cars, however also make sure you valves are correctly adjusted, loose valve can make a big noise

Carbs can make LOT more noise than stock.

If it looks like a hot dog, it is stock.

Here's a link to a thread with pictures of some of the muffler options:

Help me identify this exhaust system.
