951 engines. Need advice

I live in the glorious state of California, where the smog laws laugh in the faces of those looking to better the cars. . .

So, my question is:

If I have the ability to buy a Eurospec 951 Complete motor or a US Spec 951 Complete motor, which would be safer in Cali? How much modifications will the euro take to make legal here?

Both have about the similiar mileage.

i bet they are the same engine, mechanically, but the cars had different emissions gear. the euro computer probably ignored the O2 sensor, for example.

if it is just the mechanical engine, not the electronic smog stuff and DME, it won't matter at all.

IIRC the Euro 951 engines & US-spec 951 engines were identical (same c/r and everything). Only difference I believe is the O2 sensor, but someone else might be able to verify (or refute) this. . .
