When accelerating high rpms, boost level is always the same

Manual boost controler is all the way down it doesn't do it as much but still does. When I accelerate hard my rpms will go high, and I will not gain speed. When I tap off the gas and right back on it is back to normal. I have a video of this if you want me to email it to someone. Thanks for the help!
