Full disclosure; I am buddies with the folks at Hendrick Porsche in Charlotte despite never buying a car from them. I have been told and I believe that Hendrick has a policy whereby they won't mark up new cars above MSRP. Not sure about other marques, but I suspect the same. The sales folks in at the Charlotte Porsche store will occasionally lament the other Porsche dealerships marking up brand new cars WELL over MSRP and getting it. Now, will they try to sell you on all kinds of "upgrades" like PPF and lojack? You bet, but at least it something tangible that you might actually benefit from. Will you find mountains of new cars on their lot to choose from? No way. I think they have 1 new 911 GTS enroute to the store. Will low mileage, desirable model consignment cars have asking prices above MSRP? Yes they will, but that is more of the current car owner's decision. But if you can find something new on the lot and you can stay strong in the face of pressure and/or justify the cost for extra features, etc. you just might find yourself a good deal. YMMV.

I couldn't find a Maverick at any price. Missed a used one by a few hours and it sold for $5k over sticker......

Bought a Santa Cruz instead and I love it. 1st new vehicle (is it really a truck?) in over 10 years.
Dealer tried to charge me for add-ons over sticker, but dropped it when I started walking towards the door.

The scam is lightly used plug-in hybrids and electrics. Original buyer gets the $7500, second purchaser pays sticker or over, no tax credit.

Dealer markups

I've seen markups anywhere from 5K to over 20K! I have a pretty good friend that is a salesman at a Ford dealership from whom I have bought several cars and trucks over the years. I told him to not even bother to show me any vehicles that are marked up! I'll just keep on driving my 2018 F150, thank you.
