Yep. A couple years back on a Sunday afternoon we encountered a Latino merging onto 78 from Nordal heading west. Dude was obviously drunk and weaving badly across 2 lanes including the shoulder. He passes Woodward and before Twin Oaks hits and kills a landscaper adjusting a loose ladder on his pickup. The DD continues on as we follow while speaking with the 911 operator directing the COPS and CHP to the DD's location off Twin Oaks and on Misson. One of the most brutal scenes that our kids witnessed. He hit the guy so hard his f**king clothes were thrown off as he laid there dying on the 78. I have no sympathy for DD.

If the legality of residence is irrelevant ( let's call it Law # 1) why should one comply with the rest ?
