Sometimes you are lucky if they miss.

No charges for LAPD officers who shot newspaper delivery women during Dorner manhunt

Why wouldn't you want to practice, if an LEO? First, your life may depend upon it. That should be motivation enough. Second, why wouldn't anyone (who has a gun) not want to toss a few rounds down a range every once in awhile? For blowing off steam's sake. For proficiency's sake.
I doubt most do. My LEO tennant (former sniper) told me a few years ago when ammo was unobtainable, that he shot around 5-6k rounds each year... .40, .223, and .308.... one of the perks of the job...

Not sure I buy the 'adrenaline pump' theory that get kicked around every time something like this happens.

Why do bad guys hit there target so often (school shootings etc.)? Why do cops hit innocent mistaken identity people so often (looked like they had a gun when they didn't)?

LITTLE BILL
That's why there's so few dangerous men around like old Bob.
Like me. It ain't so easy to shoot a man anyhow, especially
if the son-of-a-***** is shooting back at you. I mean,
that'll just flat rattle some folks.

Can you shoot a 1911 well? I can shoot a G17 very well, but can't hit the broadside of a barn with a 1911. I think it's a hand shape thing.

how are you defining "Sanctuary City"?

and the joke about it earlier was pretty damn funny.

If a private citizen emptied their gun at someone, I suspect a prosecutor would attempt to portray him as some kind of psychopathic nut case, even in a case of justifiable self defense.

I remember years ago a young man whose police officer father was tragically killed in the line of duty, right here in Seattle. The guys in his dad's precinct took the kid under their collective wing, providing multiple father figures in his life when he needed it the most. Can't say enough about those guys.

Well, apparently, one day the young man decided to go for a joy ride in one of the cruisers. The cops naturally thought someone had stolen it. This is where it gets good...

Two cops who were driving marked cruisers, but in plain clothes, spied one another somewhere downtown. Naturally, each assumed the other was the "perp", as they parked kitty-corner across an intersection from one another. And, in the finest cop tradition, once they challenged one another as the likely car thief, neither one would shut up long enough to listen to the other, or back down one stinking inch.

So, naturally, they started shooting at each other. Both of them emptied a couple of magazines. No one was hit, but the storefronts behind each of them suffered some serious damage. It wasn't until both had emptied a couple of magazines at each other that it occurred to either one of them, "hey, he might be a cop...". I'm sure it was the stellar marksmanship that finally clued each other in.

You just can't make this stuff up.
