If there's spark and fuel it's very likely the distributor is out of phase. If you crank it long enough you'll probably get a wicked backfire.

When you have the engine at TDC per the timing marks, where is the rotor pointing?

Based on above, sounds like you have timed spark to cylinder. Perhaps a fuel issue. Did you try to use starting fluid to get it run briefly?

If your dizzy is oriented right (not 180 deg out) and timed right, then you need to look at the fuel.
Not sure how you timed it without a running motor. But if the rotor is approx mid point of the dizzy body mark on Z1 then it should be close enough to fire. Just because the pulley mark is on the engine case mark does not mean you are on Z1. You could be on TDC for #4. You have said you see/smell fuel. So it is getting some - for sure? I had a bad start/no start recently. Turned out the CSV was on permanently while cranking - warm or cold. TTS failed. Not saying same for you - but you can have fuel, and there may still be fuel issues. You may have to start a fuel/WUR diagnostic if you are sure the spark is correct. Alan

Last time I tried starting without running I smelled fuel at first but that went away. Turns out that it was just residual pressure bleeding off but the pump wasn't running--I had forgotten that I had pulled the relay while doing something else over the winter.
If you keep cranking and the fuel smell doesn't get worse then check your fuel system, otherwise I'd bet $5 on the dizzy being 180 out.

![]() I rotated the engine 180 and reseated the dizzy but still didn’t start. Now going to start looking at the fuel.

If the rotor is seated, it is pointing the wrong way.
Will it kick over with starter fluid and run briefly? Try that. If no kick the first time rotate the dizzy 180 degrees and try again. Report findings.

So here is an update.
Before going down the rabbit hole with the CIS. I did a validation on the ignition and found that I had plugged in spark plug wires incorrectly. I had them clockwise instead of anti- clockwise. Still did not start, so I turned the engine 180 and reseated the dizzy to plug 1 and that didn’t work either. I am getting spark using the spark tester but not when I am using the timing light. Since the car has been sitting for a year I am going to add some new petrol. Do you think that the spark is too weak?

Did you use starter fluid to verify the car will run? Three things are needed for an ICE motor to run: spark, fuel and compression. Using fluid and getting a brief run will verify spark and compression.

Stupid question. Where do I spray the starting fluid on a engine with cis?

There are No Stupid Questions. You can spray it into the intake snorkel or remove the filter cover and spray near the metering plate.

Update:
I tested the dizzy and the green wire and it passed Replaced cap and rotor with working one. Replaced spark plug wires. Cleaned grounds. The car spun freely and I could tell that it was trying to start. I pushed the accelerator pedal all the way down and the car slowly sputtered to life. #1 clynder was not firing and I fixed that today. Still had to push the accelerator all the way down to get her to start. I will post fuel pressures in a couple of days.
