connect the tester to both terminals, hold the switch for 10 secs and see if the batt drops below 9.6.

to confirm the ign switch is cold, push in the cig lighter in, if it doesn't pop-out with ign off, no draw on the usb.

it's cold with ign off unless you rewire it hot all the time.
if you do rewire, the draw should be low but could pull the batt down in cold...
