Front Calipers sticking

My front wheels don't spin freely like before. Could the Master Cylinder valve spring be sticking that causing the Front Calipers to grab the disc? I think inside the Master Cylinder the fluid is...

Low power steering fluid sound like a "Hummm" sound from the Power steering pump not a screach so if the noise is a "screach", It's the belt needs tightening.

Well, without water and letting the water pump running dry could damage the water pump seal, but you could tell as soon you run the engine with full water in the radiator, The water will be leaking...
