Secondary air low flow cyl 4-6 fault code

Anyone know what to do about this code on a 97 328iS? (It's code F6 on the Peake tool). I'm guessing this fault is caused by a low oxygen content in the exhaust. It gets thrown only after the car is warmed up and when it's idling. If it's a bad air pump, wouldn't both banks throw a code? So could it be a bad O2 sensor or dirty plugs?

Sounds liek a faulty catalytic converter.
