I just use the steel plugs:
-The hex doesn't strip out, like with aluminum or the brass plugs.
-SS has a tendency to gall, BTW I'd try MOM as an anti seize, good enough for jet engines.
-SS is hard, worst case I could drill out the steel easier.

I do the 5 steel 3/8" NPT plugs in type 4 cases all the time, the different expansion rates have never been an issue.
