101 projects, p.76 says 1-2h per side. That is DIY. A pro should be able to both sides in less than 2h. IMHO. I did it, long time ago, cannot remember how long it took me (and I am not a pro anyways...).

If you use expandables as the replacement (you should if not rebuilding), this shouldn't take any competent mechanic more than 1 hour shop time (usually the charge minimum). If getting quoted for more, walk.

Why would this take 4 hours?
I would think about 10-15 minutes. Half of that would be getting the car jacked up or on a lift.

It depends on the car, what HEs on it and if it has air injection in exhaust ports.

Remember there's an oil-change on this too. ... and often a fair bit of cleaning (hence replacing the tubes). Two hours is fair. ...and with the HE's on some of these can be a REAL bear

Labor
Remember to factor in rusty/frozen & broken exhaust studs as well.
