Is tongue weight important?

This was parked next to me yesterday at the rest area across the river from Dubuque IA. Yes, he parked a van with a trailer in the "cars only" section. Not a lot of room behind him to get by. While he was there he opened the hatch, the back of the van was absolutely packed full of stuff, more than you would take if you were camping, maybe they were moving. But check out the bend on that hitch, and the bald rear tire. The front wasn't much better. I only hope they were off the road before the rain hit.
