It's not really that hard to imagine why they didn't discover the phenomenon during whatever testing/discovery phase they had. What are the odds of most folks thinking about the fact that the sun changes position in the sky (sometimes very quickly making a big difference) other than just east to west? I'm often reminded because the setting sun sometimes hammers me at work, but only a couple of times a year. The rest of the year, it sets behind one of two buildings.

I've seen that with windows reflecting back onto vinyl siding. Distorts a small spot, then moves on.

Problem being that parabolas take light from any direction and redirect it to the same focus. Only thing that calms it is the projected area presented to the light beign reduced, or the sun setting.
