Thats a dutch built Donkervoort RS 06 at Hockenheim, where it pretty much smoked the field at the Tuner Grand Prix last year.

The latest in a line of remotely Lotus 7 based Donkervoorts, with VAG power typically.

It is a mid 30's Packard Phaeton I think, but it looks to be a special model Packard Phaeton. I would guess a 35-38 model.
