YES!

A BSA-9 Patrol Car 1930-1936.

Interestingly, the first two letters of UK registrations are allocated according to county, the "VV" on the plate of this car designates Northamptonshire - that's my home county!
This car is a Police car from the county where I grew up!
In fact I found that exact picture on www.northants.police.uk

It's a good news / bad news type of thing;

The good news is you're part right about the second one.
There was a Hillman Imp, but it isn't one of those.
So is it a Wolseley (what) or a Riley Elf?

You can tell the difference.

I'm guessing some of these made it over to the USA?

Yes Bob, it was Wolesley Hornet and Riley Elf. The most noticable difference was in the radiator grills.
