i don't see a problem with it... we shoot rubber bullets and pepper spray grenades, how is this different?

in context, his quote doesn't seem as ridiculous. He's talking about a _non_lethal_ form of crowd dispersion. If he were talking about the latest bunker buster bombs, I'd agree that it's an idiotic statement.

Every time I have encountered Wynne, I have not been impressed. Talk about a lack of common sense. Yes they are supposed to be non-lethal, but if you are testing them, then it means that there is some doubt that they are either non-lethal, or effective.

The uniformed military calls this class of weapons (crowd control, etc.) less lethal and not non-lethal.

Most of this class can kill, they are jsut more likely to stop people without killing them.
