Maybe the forum software has an option to suppress stars until X votes are received? Would definitely put a stop to the c.s. practice.

Whoever one star guy is, he does so because of who is posting, not because of the topic. Just a little weenie afraid to post a valid thought, but prefers this sneaky method. (edit)...actually, I'd prefer a "no stars" system, let each thread fade or stay on page one on it's own merits.

I'm a proud member of the PPOT One Star Club. I feel I am in very good company, and have actually come to feel somewhat jilted if I should happen to miss out. I usually get one pretty quick, though.
Unfortunately, we do seem to have a few regulars who are just childish enough to think they are being cute with this. Equally unfortunate, I can't narrow that list down to less than half a dozen likely suspects. Judging by the other esteemed members on the one star roster, it is clear whoever this is must be a liberal. Certainly fits with the "childish" part. "Liberal" also fits quite well with the anonymous (= "cowardly") nature of his approach; I'm sure he maintains an anonymous screen name here as well. Oh well, whater turns his crank.

(But you can't torture my mom Rick, that just wouldn't be right.)
