Better to ignore a pia, or tell them to their face.
What do you think. Ignore calls, and emails from them, or just pick up the phone, and flat out tell them, to leave you alone?
I don't like to hurt feelings, but there are certain relationships that just don't work out for those involved.

is it your mom, a customer, an annoying schoolmate that you've been trying to lose for 20 years, an ex-girlfriend, a neighbor, a sweet, needy old lady?
Do they always want to borrow money and never pay it back? Do they just want to hang out and you don't enjoy hanging with them? more info...

When I was in college, there was a wack-a-doodle (mid-late 20's) that would ride his bicycle around wearing a Star Trek (Wrath of Khan) Uniform. The guy in the mini-grocery store across the street bore the brunt of it...
