2 speed idle test here, some areas (non attainment) put it on the treadmill. One year, the inspection guy noticed I had the front drive shaft out of the Land Cruiser (all wheel drive gone two) and ran it on the treadmill. I lived in Dallas at the time. I laughed that he noticed. It didn't make a difference. Clean bill of health, just the same this year with a TSI test. Nothing has been done to the motor in forever, over 100K, probably closer to 150K. It has 250K, a '91.

They jack with my brother, he has a 95 L/C. He has OBII and OBII tests are required for 96 and up. They fail him off the bat for the CEL. He being an attorney, I told him to look up the statute, print it out and keep it in the car.

Independents do inspections.

E-check was never a state-wide program and it has been eliminated in all but seven of the counties it was originally imposed on.

I've talked to some smog shops for fun and they've told me some tricks that have made cars pass. There's a device on some cars that has a thin film that controls the advancement of the distributor timing. If you defile the strip the car will pass.

Now once the car is " legal" it will get poor gas mileage. Hmm. let's see it's not a gross polluter getting 18 miles to the gallon, but if the car was tuned right it gets 22 miles to the gallon but polluters! I wonder if 34ppm at 18 mpg is less polluting than 37ppm at 22 mpg?

My '67 fastback was excempt from testing put I tested it to learn some stuff.

At idle it was a gross polluter. Once the throttle was opened it was ok and once it was at 25 mph it was way cleaner.

The problem that I have with California's smog law is if it has non approved or missing parts it FAILS.

What if it runs cleaner with those parts? what if it passes sniffing? it doesn't matter.

I have a 1972 Chevy truck with a straight 6 and a 1 barrel carb. The first time I took it to emissions , it failed. I turned the idle speed up, turned the mixture screw all the way in and then backed it out 1 turn. I then put 1 gallon of denatured alcohol in the tank with 5 gallons of regular unleaded. Took the truck back for a retest and it passed with flying colors. The tech at the emissions station commented on how low the readings were.

This speaks to the motivation behind it.

My buddy sprays a bunch of carb/throttle body cleaner through it and revs the crap out of it while he does so, changes the oil and plugs, takes it in and passes every time. When he was setting up a deal for a guy to buy a house(he's a realtor), but the guy needs to sell a car before he could do the deal. Car would not pass, Brett does his thing, it passes, guy sells car and buys the place. He was joking about going the extra mile to sell a house.

The vast majority of vehicles on the road here pass when tested.As a result the govt. is considering eliminating the dyno equipment test and going to a simple test involving a download from the eng control computer. Older cars with no comp would then become exempt.
