You have two choices, move or get the city to come and take a peek at what they (the neighbors) have in mind.

While rural OK. fences are not prone to rot, weather updates have been known to result in leaning problems too.

We used that recycled plastic lumber to build the bed frames at our kids school garden four years ago, and it is still holding up very well. this is in very rainy wearher area. And it is still like new. You might suggest the idea to your neighbors. It costs a bit more than wooden lumber until you have to do the wooden structure over again.
