No. The agency hires the contractor. The contractor hires employees who then have a security investigation done by another unqualified contractor who was hired by another company who was also the lowest bidder as required...who then got him a clearance through investigation by another contractor.

The responsibility is the stupid voter who elects a stupid represenative who cuts the number of Feds and military and their respective compensation to the point where gvt cannot run efficiently and effectively.

How exactly can you "secure the information" on your network from the guy who runs your network?

What you call an agency, I see as the government. If the operation is secret, then the agency running it is responsible.

You can always aggregate upward ( to "the government"), but it loses accuracy. I can do the same and it becomes "The American people".

Of course the Agency is responsible to keep secrets, but the American people make it impossible by refusing to provide the resources needed to do that...and it will be even harder in the future since they seem to have made the person who stole classified and passed it to uncleared foreigners a minor celebrity or folk hero.
