Try the "Final Arbiter" approach. Flip a coin. I have two special coins in the sock drawer. One says yes on both sides, the other says no on both sides. Depending on the issue, I bring out the appropriate coin. Only much later did the kids learn I had two coins both of which are final.

it is disappointing any parent would need help making this decision.

I was the boy in a sleepover like this once when i was 15. I guess the parents were very brave. I fooled around with the girl, but not actual intercourse. I would have, but she was very mature and declined. So it depends on the girl...

There will definitely be fooling around!

A few months later i got caught by the father of another girl in their bedroom doing a lot more than fooling around. I'm very glad he didn't excercise the nuclear option!

For me it would depend on the kid. If I'd never met the kid before, it would be a definite no. If his story seemed legit, I'd probably be ok with it.
