A lot of them have their car lights set to AUTO
Which means they have front day lights, not to bright but lit.
And no rear lights.

So when it rains, or there is overcast or fog.
They drive around with no rear lights.

They have no clue when you flash them.
At best you might get a few of them if you over take, and then turn off and on and off your own lights a few times.. or perhaps have the hazards blink a few times as well.

But it's a lot of work trying to get them to figure out they need to put their lights on.
I've often thought of getting a LED display box in my rear window with exactly that message.
